Mr. Chen is the Founder and Managing Partner of Celine & Partners, PLLC. He earned his Juris Doctor from the Benjamin N. Cardozo School of Law, where he developed a strong foundation in corporate and securities law.

Mr. Chen advises clients on complex legal matters involving securities regulation, capital markets transactions, and cross-border business operations between the United States and China. With a strategic, business-focused approach, he works closely with multinational corporations, emerging companies, and individual clients to navigate regulatory frameworks and achieve practical, efficient outcomes.

Cassi Olson, Senior Counsel

Ms. Olson is a savvy and highly driven attorney with vast experience in SEC/finance and entertainment matters and possesses a broad spectrum of competencies.

Ms. Olson specializes in securities matters, public company representation, going public, mergers & acquisitions, private placements, world-wide licensing and distribution agreements, reverse mergers, capital raises, business & corporate law and SEC filings and defense matters. She is an expert at bringing offshore companies into US capital markets and is skilled at preparing international contracts and venture negotiations.

Mitchell Kevett, Capital Markets & M&A Associate

Mitchell Kevett is a Capital Markets & M&A Associate at Celine & Partners, PLLC. He earned his Juris Doctor from the Benjamin N. Cardozo School of Law in 2025 and is admitted to practice law in New York.

While at Cardozo, Mr. Kevett served as a Staff Editor for the Journal of Equal Rights and Social Justice and was a recipient of the Dean’s Merit Scholarship. His legal training emphasized securities regulation, transactional drafting, and complex regulatory compliance.

Mr. Kevett’s practice focuses on capital markets transactions, M&A, and securities regulation, with particular experience in cross-border SPAC and IPO matters. At Celine & Partners, he plays a key role in the drafting and execution of SPAC IPOs, extensions, de-SPAC transactions, uplistings, and operating-company filings. His experience includes preparing and contributing to SEC filings such as Forms S-1, S-4, F-4, 10-K, and 10-Q, as well as proxy statements, beneficial ownership disclosures, and transaction closing materials. Kaylie (Boyang) Xu, Capital Markets Analyst

Kaylie (Boyang) Xu is a Capital Markets Analyst at Celine & Partners PLLC, where she supports SPAC, IPO, and cross-border transactional matters across the firm’s capital markets practice. Ms. Xu assists attorneys with securities filings, prepares due-diligence reports, analyzes sponsor and target-company profiles, coordinates cross-border deliverables, and contributes to the execution of SPAC IPOs, extensions, business combinations, and uplistings. She also assists associates and the firm with drafting and transactional documentation to support capital-markets filings.

Before focusing on capital markets, Ms. Xu served as the Operations & Strategy Lead (Acting COO) at a corporate law firm, where she streamlined workflows and supported cross-border transactional operations; she also managed drafting processes and coordination structures across high-volume matters.

Prior to entering the legal sector, she worked as a Research Analyst at a multibillion-dollar hedge fund, conducting ETF and sector research to support investment memoranda and portfolio analysis—an analytical foundation that strengthens her ability to evaluate transaction structures and market considerations in SPAC and IPO matters.

Ms. Xu holds an M.S. in Business Analytics from Columbia University and a B.S. in Economics from the University of Washington, and she is fluent in both Mandarin Chinese and English.
